*I CIRCLED IN RED WHAT YOU CLICK*

First

open Paint.net

and open the image you want to unpixel

Then open a new layer and go to the line tool

Then change the size of the line to 1

and change the fading opacity on your lines to "Pixelated"

Then just outline your image

when you finish that

click on the layer named "Background"

and hit the red X that is on the layers tab

*REMEMBER YOU HIT THE RED X AFTER YOU CLICK ON THE BACKGROUND LAYER IF YOU DONT DO THAT LAST THEN YOU HAVE TO RESTART THE IN TIRE PROCESS*

Then after you finish all of that just select your outline image hit crop

Then just color in all of your blank spots

but remember to color the background in white!

Hope this helped
